WELCOME
The Village at Black Rock Hills is a community of 149 detached condominium homes located in the City of Lake Stevens, Snohomish County, Washington. Construction began in 1999.
The Village at Black Rock Hills consists of approximately 100 acres, most of which is the home to various wildlife such as deer, raccoons, opossum, coyote, squirrel, as well as a variety of birds, such as Blue Jay, Chickadee, Sparrow, Swallow, Bald Eagle, Crow and Great Blue Heron, which can be seen year-round. Most of the common areas are protected by law and are designated as Native Growth Protected Area, and can only be disturbed within strict guidelines. All homeowners within the Association own an equal share of these areas, as well as their individual home sites. We also share the responsibility of preserving our wildlife areas and maintaining it for the good of the community.

When you purchase your home, you become a voting member of The Village at Black Rock Hills Homeowners Association.
The Association supports the interests of all homeowners in the community, which means protecting your property values and keeping your neighborhood safe and well-cared for. You live in a great community in a great location!
Lake Stevens police, fire, and medical support response time is excellent, and the police department regularly patrols our community.
The Board of Directors and Committee members are all volunteers. Yates Wood & Macdonald Management is contracted to provide day-to-day operations of the Association, which may include answering questions about the Declarations or By-laws of the Association, collecting dues, managing vendors, and addressing complaints and requests as well as other issues that may be important to you and the welfare of our community.

Our community website was developed to serve as an informative resource for living in The Village at Black Rock Hills. There are a variety of resources and information including Association documents such as regular and special board meeting minutes and financial reports, as well as upcoming meetings and events.

A Word About Dues and Assessments
Association dues are funds that are collected from homeowners for the income needed to pay for insurance, maintenance, common areas, management costs and other expenses. Homeowners fees are paid monthly. Fees are set by the board of directors based on the budget and adjusted annually as needed. The Board is elected by the homeowners. A portion of the fee is designated for the reserve fund. After monthly obligations for necessary services are paid a budgeted amount is transferred to the reserve account and used to pay for major expenses in the future, such as sidewalks, streets, and mailboxes. Having the reserve fund will reduce or eliminate the need for a special assessment when repairs or replacement is necessary.
Occasionally, Associations need to levy special assessments. These are a one-time expense that the Association needs to pay, such as significant maintenance on streets, retention ponds, or repairs to a common area. Low monthly fees and inadequate reserve funds can lead to a special assessment necessary to cover large expenses. A properly funded reserve fund will reduce the need for a special assessment.
When purchasing, fees, as well as the status of special assessments, need to be factored into the purchase price and ongoing cost of living in the community. Make it a point to review existing financial information for the community, including reserve fund levels, and special assessment information, when buying your home.
